Predictive dialer vs power dialer: which one?

Both auto-dial. The difference is how many calls they ring per available agent. Predictive misuses get you in trouble with Ofcom; power dialing rarely does.

The Ofcom 3% rule

Under Ofcom's Persistent Misuse policy, UK predictive dialing must keep the rate of abandoned calls (rings answered before an agent is free) below 3% of live answered calls in any 24-hour period.

What you cannot do, in any mode

• Robocall residential numbers without prior consent (PECR).

• Use predictive into the Northern Ireland early-morning slot before 09:00 — Ofcom guidance.
